INFO: Phase 2 – The Enhanced Flood Support Scheme

The Enhanced Flood Support Scheme will provide further support to businesses that were affected the severe flooding in late October and early November.

The support is in addition to the £7,500 grants and rates relief that has been provided to date to affected businesses.

The purpose of the Enhanced Flood Support Scheme grant is to provide up to £100,000 additional support to eligible businesses to help them reopen and resume trading or remain open and continue trading.

You are advised to submit as much information as you can to the relevant losses that you have concurred as a result of the flooding, including bank statements (reference support payments made to date), invoices, receipts, quotes, photographs and anything else that you think is relevant.

If you forget to submit any information in your application, it can still be submitted afterwards, as long as it is before the closing date of Friday 22nd March at 12 noon.

The new scheme makes provision for those with Flood Insurance for the first time and indicates that it will consider shortfalls in losses that insurance doesn’t meet on eligible costs up to what seems to be a maximum joint payout (insurance and grant) of £100,000 on relevant costs.

We have argued that if insurance pays out against non-eligible costs (e.g. loss of earnings) that this should not be discounted from the £100k support limit, which we hope will be accepted.

Payments for those with Flood Insurance will not be made until after the insurance loss is agreed and the advice is to upload all relevant losses to the system.

The process is advised as follows:

  1. Submit application
  2. Application will be assessed by Council Staff for eligibility and a Loss Assessor regarding validity of costs claimed
  3. Assuming those tests are passed an offer will be issued
  4. Offer to be accepted
  5. Claims to be uploaded
  6. £10k to be paid promptly (timeline not defined)
  7. Balance amounts over £10k to be paid afterwards (timeline not defined)
  8. Sample audits by loss assessor of claims retrospectively to ensure compliance
